Quantum probability theory offers a viable alternative to classical probability, although there are some ambiguities inherent in transferring the quantum formalism to a less determined realm. A number of physicists are now looking at the applicability of quantum ideas to the assessment of physics learning, an area particularly suited to quantum probability ideas.

In a regressive tax system, lower-income taxpayers pay larger percentages of their incomes in taxes compared to higher-income taxpayers. Although most policymakers and citizens view regressive taxation as generally unfair and unethical, the U.S. tax system taxes wage, salary, and self-employment income in a manner that deliberately subjects lower-income taxpayers to marginal tax rates that are greater than those imposed on higher-income taxpayers. As a result, some lower-income taxpayers pay a larger percentage of their income in taxes than higher-income taxpayers. (...) In this essay, we argue that this regressiveness in the taxation of salaried income is unfair and unethical. We then evaluate President Obama’s social security plan, which would retain most of the current tax system’s regressive structure. Finally, we offer two simple alternative proposals that are non-regressive, and thus more fair and ethical approaches to the taxation of salaried income. (shrink)

Jack Hexter was a great scholar, talented writer and polemicist, devoted baseball fan, and authentic American humorist, who made wit and facetiousness part of his historiographical tool-kit. He was also an American character, as he made insistently clear in his (...) writings, especially his autobiographical account, “By Any Other Name,” which explained (among other things) why he came to be called “Jack,” why he resisted advice to change it, and other onomastic adventures.Jack taught at Queens College (N.Y., not, he pointed out, the one in South Carolina), 1939–57; Washington University (St. Louis, not Seattle or George Washington U.), 1957–64 and again 1978–86; and Yale University (one did not have to add, “New Haven”) 1965–85, where he was Director of the Center for Parliamentary History. At Washington University he was founding Director of the Center for the History of Freedom, which was devoted to a collaborative, multi-volume study of the history of liberty in the West that would realize the dream that Lord Acton called his “madonna of the future”—the difference being that Jack’s vision is already on the way to fulfillment, with the publication of the volume edited by him on Parliament and Liberty from the Reign of Elizabeth to the English Civil War (1992), followed by seven more volumes up to 1996, with more to come.Hexter published books and articles in a variety of fields, finding notoriety especially in his essay of 1958, “Storm over the Gentry,” and later in public jousts with Christopher Hill and others and more retrospective censures of (among others) A. He was a pioneer, too, in the intensive study of political languages (Visions of Politics on the Eve of the Reformation, 1973), though he lamented the fact that his work on Machiavelli’s and Seyssel’s political vocabulary had to be carried out before the age of computer technology.My first contact with Jack came through my mentor Garrett Mattingly, who was the contemporary historian Jack “most admired” (as he made plain in his contribution to Mattingly’s festschrift). Fanon and the Decolonization of Philosophy explores the range of ways in which Frantz Fanon's decolonization theory can reveal new answers to perennial philosophical questions and new paths to social justice. The aim is to show not just that Fanon's thought remains philosophically relevant, but that it is relevant to an even wider range of philosophical issues than has previously been realized. Hospital systems commonly face the challenge of determining just ways to allocate scarce drugs during national shortages. There is no standardised approach of how this should be instituted, but principles of distributive justice are commonly used so that patients who are most likely to benefit from the drug receive it. As a result, clinical indications, in which the evidence for the drug is assumed to be established, are often prioritised over research use. In this manuscript, we present a case of (...) a phase II investigational trial of intravenous thiamine for delirium prevention in patients undergoing haematopoietic stem cell transplantation to emphasise several shortcomings in the overarching prioritisation of clinical over research uses of scarce drugs. Specifically, we present the following considerations: clinical use may not have stronger evidence than research use; a strong scientific rationale for research use may outweigh the claim for clinical indications in which there is weak evidence; treatment within the context of a clinical trial may be the standard of care; and research use may not only benefit patients receiving the treatment but also offers the prospect of improving future clinical care. In summary, we argue against allocation schemes that prohibit all research uses of scarce drugs and instead recommend that allocation schemes include a balanced approach that weighs risks and benefits of access to scarce drugs irrespective of the research versus clinical use designation. We present a one per cent measurement of the cosmic distance scale from the detections of the baryon acoustic oscillations in the clustering of galaxies from the Baryon Oscillation Spectroscopic Survey, which is part of the Sloan Digital Sky Survey III. Our results come from the Data Release 11 sample, containing nearly one million galaxies and covering approximately 8500 square degrees and the redshift range 0.2 < z < 0.7. We also compare these results with those from the publicly released (...) DR9 and DR10 samples. Assuming a concordance Λ cold dark matter cosmological model, the DR11 sample covers a volume of 13 Gpc3 and is the largest region of the Universe ever surveyed at this density. We measure the correlation function and power spectrum, including density-field reconstruction of the BAO feature. The acoustic features are detected at a significance of over 7σ in both the correlation function and power spectrum. Fitting for the position of the acoustic features measures the distance relative to the sound horizon at the drag epoch, rd, which has a value of rd,fid = 149.28 Mpc in our fiducial cosmology. We find DV = at z = 0.32 and DV = at z = 0.57. At 1.0 per cent, this latter measure is the most precise distance constraint ever obtained from a galaxy survey. Separating the clustering along and transverse to the line of sight yields measurements at z = 0.57 of DA = and H =. Our measurements of the distance scale are in good agreement with previous BAO measurements and with the predictions from cosmic microwave background data for a spatially flat CDM model with a cosmological constant. © 2014 The Author Published by Oxford University Press on behalf of the Royal Astronomical Society. The influence of historiography on aspects of political thought in France, Italy and Germany. In recent years the overlap between political thought and historiography has changed the boundaries of intellectual history. The 'history of ideas', better known these days as intellectual history, is a flourishing field of study which has been the object of much controversy but hardly any historical exploration. This major new work from Donald R. Kelley is the first comprehensive history of intellectual history, tracing the study of the history of thought from ancient, medieval and early modern times, its emergence as the 'history of ideas' in the 18th century, and its subsequent expansion. The point of departure (...) for this study is the perspective opened up by Victor Cousin in the early 19th-century on 'Eclecticism' and its association with the history of philosophy established by Renaissance scholars. Kelley considers a broad range of topics, including the rivalry between 'ideas' and language, the rise of cultural history, the contributions of certain 19th- and 20th-century practitioners of the history of ideas in interdisciplinary areas of philosophy, literature and the sciences, and finally the current state of intellectual history. The central theme of the book is the interplay between the canon of philosophical thought and the tradition of language and textual study, the divergence of the latter marking the 'descent of ideas' into the realm of cultural history. My purpose is to offer an assessment of the scientific legacy of Converse's “Belief Systems” by reviewing five productive lines of research stimulated by his authoritative analysis and unsettling conclusions. First I recount the later life history of Converse's notion of “nonattitudes,” and suggest that as important as nonattitudes are, we should be paying at least as much attention to their opposite: attitudes held with conviction. Second, I argue that the problem of insufficient information that resides at the center of (...) Converse's analysis has not gone away, and that newly fashioned models of information processing offer only partial remedies. Third, I suggest that the concept of the “average voter” is a malicious fiction, as it blinds us to the enormous variation in political attention, interest, and knowledge that characterizes mass publics, in Converse's time as in our own. Fourth, I develop an affirmative aspect of Converse's analysis that has mostly been overlooked: namely, that if ideological reasoning is beyond most citizens’ capacity and interest, they might fall back on a simple and reasonable alternative, which I will call “group‐centrism.” And fifth, I consider the possibility that while the majority of individual citizens falls short of democratic standards, the public as a whole might do rather well. Kelley "What we call the history of ideas," Joseph Mazzeo wrote in in 1972, "itself has a history." 1 In this country the history of ideas in the past century has been associated with the American philosopher and founder of this journal, Arthur O. Lovejoy, and his (...) epigones and critics. However, this field has an earlier history sub literam, going back almost two centuries, and a still deeper prehistory before the coinage of the phrase, traceable at least indirectly back to antiquity. The purpose of this essay is to trace some aspects of one intellectual tradition out of which the history of ideas has, knowingly or not, emerged.In 1829 Victor Cousin gave a diagnosis of and his prescription for philosophy in the wake of one revolution and on the threshold of another. He saw just three possibilities: either it could renounce its independence and submit again to authority, it could keep on retracing the circle of obsolescent systems, or--and this was his solution--it could "disengage what is true in each of these systems, and thus construct a philosophy superior to all systems [and] shall be neither this or that philosophy in its essence and in its unity." This procedure, "to select in all what appears to be true and good, and consequently everlasting,--this, in a single word, is ECLECTICISM." Moreover, Cousin added, "[i]f this philosophy is to be Eclectic, it must also be sustained by the history of philosophy."How had Cousin come upon this program? In December 1815, in the first year of both the Restoration Monarchy and his teaching at the École Normale Supérieure, he was lecturing on the history of philosophy. In post-revolutionary France this was a field in great disarray, and Cousin looked back to the great schools of the earlier generation, noting three in particular--the French, the [End Page 577] Scottish, and the German traditions, represented respectively by Condillac, Reid, and Kant. "It would be an interesting and instructive study," he told his enthusiastic young students, "to examine the weaknesses of these schools by engaging one with another and by selecting their various merits in the context of a great eclecticism which would contain and surpass all three." 2Over the next three decades this doctrine was publicized and extended by Cousin's many scholarly publications, by the still more famous lectures he gave after returning to his chair of philosophy in 1828, by his many international contacts and disciples, and by his later public career as minister of education. 3 For half a century before his death in 1867 Cousin had an unparalleled intellectual influence as virtually the "official philosopher" in France, with Eclecticism being widely regarded as a "state philosophy," 4 and translations of his works extending his renown into other parts of Europe and this country. In defending his achievements and hegemonic position Cousin claimed an absolute originality and a unique truth-value for his ideas. Eclecticism had not been drawn from German sources, he protested in 1855. "It was born spontaneously in our own spirit [notre esprit] from the spectacle of the resounding conflicts and the hidden harmonies of the three great philosophical schools of the eighteenth century," he declared. "Thus," he concluded, "eclecticism is a French doctrine and peculiar to us." 5Historically speaking, however, nothing could be further from the truth--or indeed further from the premises of the earlier eclectic tradition on which Cousin knowingly drew. The defining characteristic of his philosophy was its dependence not only on the three schools he recognized in his early years of teaching but on the whole history of philosophy from its Greek and especially Platonic beginnings, to which Cousin himself devoted much of his historical and philological [End Page 578] scholarship. Philosophical inquiry has the capacity to push boundaries in teaching and learning interactions with students and improve teacher’s pedagogical experiences. This paper focuses on the potential for Philosophy to foster pedagogical transformation. Two groups of primary school teachers, 59 in total, have been involved in a comparison of pedagogical transformation between teachers who implemented Philosophy and teachers who used thinking tools for conceptual exploration. A mixed methods approach, including, questionnaires and semi-structured interviews, was employed to inquire into the effect of (...) teaching Philosophy on teachers’ perceptions of their pedagogy. This paper describes how the engagement in communities of philosophical inquiry results in a significant improvement in perceptions of pedagogy, teacher thinking and student engagement. (shrink)

A form of self-deception exists that is both intentional and common. In it, people act as if they are undergoing a certain state of mind as a tactic for experiencing the state. This kind of self- deception can be illustrated by what happens to players of simulation games. Someone playing a pilot in a flight simulator game, for example, comes to experience aspects of the world of a pilot. Sightings of the revolutionary comet that appeared in the skies of evolutionary biology in 1976—the selfish gene—date back to the 19th and early 20th centuries. It became generally recognized that genes were located on chromosomes and compete with each other in a manner consistent with the later appellation “selfish.” Chromosomes were seen as disruptable by the apparently random “cut and paste” process known as recombination. However, each gene was only a small part of its chromosome. On a statistical basis a (...) gene should escape disruption for many generations. This led George Williams and Richard Dawkins to a new definition of the gene, differing from conventional biochemical definitions in that there were no consistent genic boundaries. There had been no previous sightings of another revolutionary, albeit less verbally spectacular, comet that appeared in 1975—the homostability principle of Akiyoshi Wada. Each gene has a base composition “accent” that distinguishes it from its neighbors. We now see that recombination can be triggered by the shift in base composition at genic boundaries. A year later Robin Ladrach joined me as assistant and then as associate editor, and in 1991 we both moved along with the JHI to Rutgers University (through the efforts especially of Richard McCormick, then dean of the faculty of arts and sciences and now president of the university). Now the Journal has moved to the University of Pennsylvania, and I pass on the editorship to a committee composed of Warren Breckman, Martin J. Burke, Anthony Grafton, and Ann E. Moyer, with Robin Ladrach continuing as managing editor.We changed our face in 1990, but otherwise we have maintained a remarkably steady course since the days of Arthur O. Lovejoy, original founder of the JHI in 1940, with articles submitted and articles published continuing in mostly the same quantity and intellectual range and following the interdisciplinary and cross-cultural vision established by Lovejoy in the 1930s (history of philosophy, science, political thought, historiography, religion, literature, art, and music) but also modified by intervening intellectual and cultural changes (and so enhanced by studies in the human sciences, gender, women's history, globalism, animals, etc.). Such change has for the most part not been from conscious editorial policy, except indirectly, but rather "from below," and the role of the editor has been that not of cultural critic but of observer, whose reflections have appeared in "Horizons of Intellectual History," JHI, 48 (1987), 143–69; "What is Happening to the History of Ideas?" JHI, 51 (1990), 3–25; "JHI 2000," JHI, 61 (2000), 153–56; and The History of Ideas: Canon and Variations (Rochester, N.Y., 1990), which contains also the reflections of Lovejoy and other earlier authors. MERE OPINION From the beginning philosophy has not only had a love affair with wisdom but also a special claim on truth and a concomitant contempt for mere opinion. Parmenides left a poem in which he contrasted the "way of truth," which was the path taken by Plato and his followers, with the "way of opinion," which was paved (...) with falsehood and deceit.' Arcesilaus defended opinion in the sense that he refused to concede certain truth to any ideas2 On such grounds Cicero concluded that the wise man should hold no opinions.s In the self-constituting canon of philosophy "opinion" has always been a pejorative term, designating an inferior sort of knowledge based not on demon- stration but on belief and associated in particular with the much-maligned Sophists, who languished under a "dark shadow" for centu- ries.4 As Macrobius wrote: "Opinion is born of failure of memory," meaning the preexistent form of knowledge -- ideas -- which was Platonic recollection;5 and for Aquinas, "opinion is knowledge of those things about which we do not have certain knowledge. The history of the natural sciences repeatedly shows that the unification of a higher level theory with a lower level theory by reduction does not eliminate the need for the higher level theory nor preclude its further development, leading to changes in the understanding of the lower level. The radical neuron doctrine proposes that the future science of psychology or linguistics will derive principally from the evolution of understanding at the neural level and not from current theories based on the (...) observation of behavior. This study blends together ethical philosophy, neurocognitive-evolutionary studies, and literary theory to explore how imaginative discourse addresses a distinctively human deep sociality, and by doing so helps shape cultural and literary history. Deep sociality, arising from an improbable evolutionary history, both entwines and leaves non-reconciled what is felt to be significant for us and what ethical sense seems to call us to acknowledge as significant, independent of ourselves. Ethical Sense and Literary Significance connects literary and cultural history without reducing the (...) literary to a mere expression of something else. It argues that affective differences between non-egocentric and egocentric registers of significance are integral to the bioculturally evolved deep sociality that verbal art addresses-often in unsettling and socially critical ways. Much imaginative discourse, in early societies as well as recent ones, brings ethical sense and literary significance together in ways that reveal their intricate but non-harmonized internal entwinement.
